FLSA STATUS: EXEMPT DEPARTMENT: HOUSING OPERATIONS SUPERVISOR:
CHIEF OPERATING OFFICER OR DESIGNEE PRIMARY RESPONSIBILITIES :
Responsible for the overall supervision of LIPH Property Managers
and Assistants, leasing of all units and the delivery of management
services to residents. The incumbent is responsible for the direct
supervision of all site managers, assistants and outside vendors
(as appropriate) as well as other duties which will assist the
Chief Executive Officer or designee. ESSENTIAL DUTIES AND
RESPONSIBILITIES: Periodically reviews RHA policies and documents
on leasing and occupancy with the Physical Assets & Quality
Assurance Manager for conformity with HUD guidelines and
established standards. Recommends changes as needed. Reviews site
management staff's responsiveness to and resolution of resident
complaints or concerns. Reviews budgetary estimates submitted by
property management and develops coordinated budgets for each
property. When necessary, may be assigned responsibility for
department administrative work such as budget preparation and
various required reports. Initiates short-term and long-term goals
and objectives for each site and management staff to accomplish
providing decent, safe and sanitary housing for residents. Reviews,
evaluates and directs the overall performance of property
management employees. Conducts performance evaluations and takes or
recommends disciplinary action when appropriate. Participates in
interviewing and selection of property management staff.
Responsible for ensuring fair and consistent application and
administration of RHA personnel policies at each LIPH property. May
be required to fill in for property managers during absences or
vacations. At the CEO or designee's discretion may be required to
obtain and/or provide information to other departments, resident
groups, and outside organizations, including attendance at Board of
Commissioners meetings and various other meetings when necessary.
May train department staff including but not limited to: property
managers, assistant managers, administrative clerks. May be
assigned additional supervisory responsibilities for programs and
staff at the direction and discretion of the Chief Executive
Officer or designee. Directs acceptance and processing of tenant
applications assuring process conforms with established policies
adopted by RHA and approved by HUD. Completion of reports and
review regarding the LIPH Program as designated. Competencies

MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION Bachelor's
Degree in public administration, business administration or closely
related field (preferred) and four years progressively responsible
experience in housing management. -or- Associate degree in
business, public administration, or closely related field
(preferred) with a minimum of five (5) years of work experience in
property management holding supervisory responsibilities -or- High
school diploma or equivalent and seven (7) years of work experience
in property management, holding supervisory responsibilities with
at least four (4) years of experience in assisted or public
housing. Ability to work with a personal computer in a Windows
environment, with the ability to utilize various applications such
as Microsoft Office as well as HUD related software. Ability to
utilize tenant management software to prepare reports for
consistency with the finance department. Ability to grasp reporting
techniques including but not limited to statistical sampling,
dashboard reporting. Ability to solve practical problems and deal
with a variety of concrete variables in situations where only
limited standardization exists. Ability to interpret a variety of
instructions furnished in written, oral, diagram, or schedule form.
Working knowledge of housing authority policies and procedures
regarding housing management. Knowledge of federal, state and local
government regulations pertaining to the department. Ability to
maintain effective work relations with other employees, other
departments, outside contractors, housing authority tenants, and
federal, state and local government representatives and the general
public. Skilled in preparation of budgets and reports. Proficient
at training and directing others in the specifics of housing
management. Educated in management or administrative principles and
practices. Ability to communicate clearly and effectively both
orally and in writing using business English, spelling, grammar and
punctuation. Ability to perform numerical calculations and to
verify information from complex data. Ability to define and resolve
problems, collect data, establish facts and draw valid conclusions.
Ability to work outdoors in all types of weather, including
inclement weather. Travel to various PHA sites and other locations
that are required by the nature of the work. Possess a valid
driver's license, be insurable by RHA and able to utilize personal
transportation as needed to perform duties (reimbursement will be
made per RHA Travel Policy). SCOPE OF AUTHORITY: Direct Supervision
of property management staff. Audit procedures and practices
related to regulatory requirements. Provide necessary on the job
training and request staff training as necessary. COMMUNICATION:

Employee Handbook. WORK ENVIRONMENT: The work environment
