RTE & Program Manager II - IT Agile PMO role manages waterfall,
Agile, and hybrid programs. Responsibilities include financial
management, scope management, risk management, dependency
management, stakeholder management, and communication with
executive leadership. The role ensures the execution of complex IT
programs throughout their lifecycle, mitigates risks, and
communicates progress to stakeholders. They may lead a small team
of project managers and Scrum Masters and play a key role in Agile
transformation, coaching teams and leaders in Agile processes and
mindsets. The role requires flexibility to switch between program
manager and RTE roles and to work in bi-modal environments.Work
Schedule: Hybrid model with 3 days in-office at locations including
Salisbury, NC; Quincy, MA; Chicago, IL; Carlisle, PA; and
Scarborough, ME, and 2 remote days. Applicants must be authorized
to work in the US full-time.Responsibilities:
- Manage and deliver complex Agile and Waterfall programs of up
to $20M, minimizing risks and scope, budget, and schedule
impacts.
- Partner with finance, project teams, and value stream owners to
align financial processes with portfolio financials.
- Ensure compliance with project delivery methods, tools,
frameworks, and IT controls.
- Develop resource, timeline, and budget plans, and create
comprehensive project charters.
- Coordinate dependencies with related projects and teams.
- Define clear deliverables, roles, and responsibilities.
- Create risk management plans addressing potential failures and
exceptions.
- Implement technological projects tailored to organizational
needs.
- Report progress, risks, issues, and updates to
stakeholders.
- Ensure project delivery meets stakeholder expectations.
- Monitor project progress through meetings and KPIs, ensuring
adherence to SLAs, timelines, budgets, and vendor processes.
- Maintain project dashboards for transparent communication.
- Manage interdependencies between projects and coordinate with
other program managers.
- Oversee cross-project tasks and governance.
- Manage stakeholder expectations and risk mitigation
strategies.
- Lead and facilitate Agile ceremonies such as PI Planning and
ART events.
- Coach and mentor project managers, Scrum Masters, Business
Owners, and Product Owners to foster an Agile mindset.
- Support Scrum of Scrums and dependency management across
teams.
- Ensure proper backlog prioritization and dependency
resolution.
- Manage financial, risk, and dependency aspects at the program
level.
- Contribute to PMO process improvements and support Agile
transformation efforts.
- Ensure proper use of tools like Clarity and Jira and
standardize Agile practices.
- Maintain operational stability for 24/7 retail environment,
supporting deployments during off-hours as
needed.Qualifications:
- Master's degree in computer science, Business, or related
field; equivalent experience or certifications considered.
- 7+ years in project/program management, with 5+ years in Agile
roles as RTE.
- Knowledge of Waterfall and Agile methodologies, PPM and Jira
tools.
- Understanding of enterprise software development lifecycle and
ability to adapt in dynamic environments.
- Data-driven decision-making skills, leadership in ambiguity,
and results orientation.
- Strong communication, interpersonal, and collaboration
skills.
- Analytical, problem-solving skills, and ability to build
credibility with all levels of staff.
- Financial acumen and understanding key financial
indicators.
- Excellent verbal and written communication skills tailored to
diverse audiences.
- Experience in servant leadership and Agile processes, including
SAFe framework.Preferred Qualifications:
- MBA or advanced business degree.
- Agile / SAFe certification.
- Experience managing Agile, SAFe, Scrum, and Lean teams.
- Retail industry experience is a plus.Salary Range
(ME/NC/PA/SC): $108,880 - $163,320Salary Range (IL/MA/MD): $125,200
